As you will remember this subject was discussed et

the annual general meeting and the incoming Council was

empowered to examine the question by means of a committee

of ratepayers. That committee has consisted of Mr.

Lauthier, for finance interests; Hir. Kearney for technical

questions; and myself, We decided to deal direct with the

Controller of the Canton Telephone Administration. I should

like to express my appreciation of the work done by my

colleagues, which work has enabled me to place a scheme

before you to-day.

Hitherto our telephones have been individually

connected with the Western Exchange of the Chinese Admi-

nistration who have agreed that in the lapse of time their

predecessors have allowed the lines and plant to deteriora-

te seriously. Much has been done to improve matters by the

present Head, Mr. Wong Wun, who has heartily to-operated

in the matter of providing a separate exchange for Shameen-

in fact the instruments are nearly ready now for installa-

tion. It has been pointed out to me that most of the te-

lephones have been relegated to the Compradores' offices

and from what I am told as to the traffic, it appears the

Compradores appreciate the facilities, You may be surpris-

ed to know that the traffic to honam and Shek-wai-tong is

very consider-ble. I venture to prophesy that, given a

good exchange in thameen with English-speaking operators, these telephones, far from coming back from their present localities, will be duplicated nearer to the managers and possibly extended to the latters' quarters. In the matter

of police protection I need hardly remind you of the far-

reaching value of rapid communication to the Police Sta-

tion, the Fire Station, and from police to police if such

a system were installed.
